Abstract

The purpose of the study is to find out the influence of factors on the decision to choose a university under the management of the Provincial People's Committee. The study uses secondary data to describe the characteristics of universities under the management of the Provincial People's Committee and primary data through a case study of students of Hong Duc University under the management of People Committee of Thanh Hoa Province to test the relationships of the proposed factors in the research model. Through 388 surveys from students in 10 faculties, factors belonging to students, Training, Facilities, Costs, Promotion and Regional Factor have positive relationships with students’Registration. In particular, the test results show that Registration is the intermediate variable that has a great impact on the final Decision in choosing a university by students. The study also shows the moderating role of the factor of Graduation Exam Score in the relationship between Registration and Decision. The research results and implications for the solution are important in contributing to the consolidation of theory and practice in the current situation of university enrolment in Vietnam.
