Abstract

The People's Council and People's Committee at the commune level hold important positions and roles in carrying out the local political tasks. They have consistently received attention from the Party and the State, which have focused on renewing their organization and improving operational efficiency in recent years. Despite their contributions and achievements, the organization and activities of the commune-level local government still have many limitations and issues, including the relationship between the two bodies that form the commune-level local government, namely the People’s Council and the People's Committee at the commune level. Based on the provisions of the 2015 Law on the Organization of Local Governments, amended and
supplemented in 2019, this article evaluates the actual relationship between the People’s Council and the People's Committee at the commune level, clarifies the limitations and issues, identifies the causes, and proposes some solutions to improve the legal provisions regarding the relationship between the People’s Council and People's Committee at the commune level in Vietnam in the current period.
