Abstract

Project management capacity is a measure to assess the ability of a project management unit, especially investment and construction project management units from the State budget. This study uses secondary data, which are internal reports, combined with primary data collected through a questionnaire for 112 staffs to assess the project management capacity of Thanh Hoa Agriculture and Rural Development investment and construction Project Management Unit based on 04 criteria, including: Capacity to analyze and set up projects; Personnel capacity for project appraisal and approval; Project implementation capacity; Capacity to inspect and control project implementation. From the results of the situation analysis, the study also points out four groups of solutions to improve the project management capacity of Thanh Hoa Agriculture and Rural Development investment and construction Project Management Unit.
