Abstract

The socio-economic situation of Tho Xuan district, Thanh Hoa province is undergoing many changes to match the integration trend and the development of the knowledge economy. Labor is one of the important factors during that change. However, how to use labor? What needs to be done to properly use labor resources in Tho Xuan district? How to promulgate and implement mechanisms and policies to attract qualified workers; sorting out solutions such as: vocational training for workers, improving labor productivity, building traditional industries, developing a reasonable economic structure, business
development, labor market development, etc. to suit general trends and specific conditions to make reasonable use of labor resources in the area. This article will contribute to further discussion of that issue.
