Abstract

On the basis o f evaluating the applicability’ o f economic development models to a small-scale territory with low level o f economic development; Assessing the strengths, weaknesses, opportunities and challenges o f Sam Son City today, the author has identified a number o f breakthrough solutions to Sam Son development with development programs and solutions fo r each stages. In the 2021-2030 period, there are 3 development programs: Sustainable development o f the tourism industry’; Development o f marine economy and Building tourism culture and urban culture. In the 2031-2040 period, there are 4 development programs: Sustainable development o f services and tourism; Development o f economic continental shelf economy associated with ensuring national defense and security; Development o f Processing industry with high technology’ content and Establishment o f the smari city and 4.0 local government.
