Abstract

 This paper analyzes the current situation of risk management at the Regional Customs Sub-Department X in Thanh Hoa province. Through an assessment of five components of risk management, namely: (i) information collection, processing, and analysis; (ii) risk classification and assessment by level; (iii) inspection and supervision; (iv) evaluation of enterprise compliance; and (v) post-clearance audit and violation handling. Using data covering the 2022–2024 period, the results show that risk management has achieved certain positive outcomes. However, limitations remain, including the lack of data synchronization, low efficiency in information utilization, disparities in officers’ analytical capacity, and insufficient compliance by some enterprises. Therefore, further application of information technology, improvement of databases, enhancement of human resource quality, and promotion of customs–business partnerships are essential solutions to strengthen the effectiveness of risk management in the coming period.
