Abstract

The National Education Programme 2018 including the General Programme and specific subject programmes has very clear and specific aims, learning outcomes, contents and methodology, teaching and learning materials which are logically applicable to each different subject at different levels. This indicates that there is a synchronization in implementing the Programme at all levels in the National Education System. The article presents the survey results on the reality after one year implementing the English Programme at primary level in Thanh Hoa province. The findings show a conformity in teaching and learning English at this level. However, there are still some inadequate implementations that need improving in order to successfully carry out the Programme in the Province. Those are related to teaching and learning materials, teachers, methods of teaching and assessments.
