Abstract

 In the process of achieving the goal of universal social insurance, the voluntary social insurance policy has increasingly garnered the attention of the Party and the State. Although voluntary social insurance provides numerous practical benefits for workers, the participation rate remains relatively low. This study was conducted with a survey of 400 freelance workers in Thanh Hoa City. The results reveal eight factors that influence the intention to participate in voluntary social insurance, with the factor of Communication efforts having the strongest impact, while Risk perception has the least influence. Based on these findings, the author proposes several recommendations to increase the participation rate of freelance workers in voluntary social insurance in Thanh Hoa Province.
